Whereas, The Charter and Bylaws of the Democratic Party of the United States pledge ourselves to the conduct of public affairs in a manner worthy of a society of free people; and

Whereas, The Democratic Party of Virginia Party Plan states that we shall not discriminate on the basis of race, sex, age (if of voting age), color, creed, national origin, religion, ethnic identity, sexual orientation, economic status, or disability; and

Whereas, The Democratic Party of Virginia Party Plan states that particular concern should be undertaken regarding the participation of African Americans and other ethnic minorities in all organizations at every level; and

Whereas, The Richmond City Democratic Committee Bylaws encourages full participation without discrimination on the basis of race, sex, age (if of voting age), color, creed, national origin, religion, ethnic identity, sexual orientation, economic status, or disability; and

Whereas, by his own admission, Governor Ralph S. Northam has participated in racist public performances while dressed in blackface; and

Whereas, Governor Ralph S. Northam did not publicly express contrition for these racist acts until purported photographic evidence came to light; and

Whereas, The Chair of the Democratic National Committee has called for the immediate resignation of Governor Ralph S. Northam; and

Whereas, The Chair of the Democratic Party of Virginia has called for the immediate resignation of Governor Ralph S. Northam; and

Whereas, The Virginia Legislative Black Caucus has called for the immediate resignation of Governor Ralph S. Northam; and

Whereas, The Virginia Senate Democratic Caucus has called for the immediate resignation of Governor Ralph S. Northam; and

Whereas, The Virginia House Democratic Caucus has called for the immediate resignation of Governor Ralph S. Northam; and

Whereas, The Chair of the Richmond City Democratic Committee has called for the immediate resignation of Governor Ralph S. Northam; therefore, be it

Resolved, That the rank and file membership of the Richmond City Democratic Committee unreservedly condemns all who participate in demonstrations of racism and white supremacy; and

Resolved, That the racist actions of Governor Ralph S. Northam and his shifting public account of those actions have caused him to irrevocably lose the faith and trust of those he was elected to serve; and

Resolved, That the rank and file membership of the Richmond City Democratic Committee calls for the immediate resignation of Governor Ralph S. Northam from public office.
